Water Holiday for Plano Residents
Good news Plano! Because of your water conservation efforts, Plano residents will be granted a one-time, one-day water holiday! This is a result of water that has been sitting in tanks and pipes longer than what’s considered normal. To keep Plano’s high standards of water quality, Plano residents will be allowed to water on an off-week. Even numbered addresses will be allowed to water on Thursday, July 17. Odd numbered addresses can water on Tuesday, July 22. Thanks Plano for being WATER SMART!

Stage 3 Water Restrictions Continue
Stage 3 restrictions of once every other week watering with sprinklers will continue through October 31, 2014. Watering with sprinklers from 10 a.m. to 6 p.m. is prohibited. The City of Plano is requiring all residential and business customers to implement these outdoor water restrictions in hopes of reducing water use by at least 10 percent and increasing awareness of ongoing water conservation efforts. Winter Stage Three Watering Restrictions Now in Effect in Plano

Plano remains under Stage 3 water conservation measures and it is time to transition to our winter watering schedule. Under the winter schedule, residential and commercial customers are allowed to water with sprinklers once every other week.
The winter schedule allows you to water any time of day on your designated watering day. Planting cool season grasses, such as rye grass, will remain prohibited. We share our water supply with other North Texas Municipal Water District member cities who are taking similar conservation measures. Your cooperation is critical to avoiding more stringent water restrictions

The Importance of Watering Your Lawn
The Texas heat is taking a toll on all us and especially our lawns this time of year. It is especially important to keep our lawns and other landscaping watered on a regular basis. Per the City of Plano's regulations we are currently allowed to water our lawns twice per week and use soaker hoses and hand watering as needed. Of course, healthy, watered lawns make our homes look so much better and protects our property value, but there are several other reasons that regular watering is necessary. Keeping your lawn watered protects your home's foundation. A cracked foundation due to dry ground shifting can be extremely costly. Keeping your lawn watered on a regular basis is also a common courtesy to your neighbors who are trying to keep their lawns watered and healthy as well. Finally, watering your lawn and landscaping on a regular basis and keeping your lawn alive and attractive is a requirement of your Fairfax Meadows Homeowner's Association Covenant's and By-Laws. Let's all do our best to keep things alive and well during these hot summer months! Happy Watering!

OFFENSE TYPE: Suspicious Person
LOCATION/STREET: Tweedsgate Dr./Staten Island Dr. (N. of Legacy Dr. between Ohio Dr/Coit Rd, Mapsco 556R)
DATE: 7/2/12 (Monday) TIME: 9:00 a.m.
DESCRIPTION: The adult female was walking in the area of Tweedsgate Drive and Staten Island Drive when the suspect approached her and made several lewd comments to her. The suspect followed the victim for a short while then left the area. Officers checked the area but were unable to locate the suspect.
SUSPECT INFORMATION: White Middle Eastern male, mid to late teens, medium build, last seen wearing black shorts and a tan t-shirt.
VEHICLE INFORMATION: On foot.

Twice Weekly Watering Resumes June 1st

Beginning June 1, Plano residents can operate sprinklers twice weekly as the City of Plano steps back to Stage 2 water conservation measures. The Stage 2 watering schedule allows odd addresses to water on Tuesday and Friday; while even addresses water on Monday and Thursday. Even with the loosening of the schedule, watering is still not allowed between 10 a.m. and 6 p.m. During the weeks we have rain, please turn off your sprinkler system. Foundations, new landscaping, first year plantings of shrubs and trees may be watered within a 10-feet radius of their trunk for up to two hours any day by a hand-held hose, a soaker hose or a dedicated zone using a low-flow irrigation system. Watering twice a week is optional, and you can choose to stick to once-a-week watering. The city offers a variety of free classes to help you conserve water year round. City to Remove Split Rail Fence - Feedback Requested

Homeowners:
We recently contacted the City of Plano requesting maintenance repairs to the split rail fence along High Plains Dr. and Preston Ridge Trail in our neighborhood. The City of Plano informed us that due to cost issues they plan on removing the fence all together. They say it is too costly to maintain.
We would like to get your feedback on this issue and any feelings you might have regarding the City's removal of the fence. The main issues you might keep in mind would be:
- The fence was originally installed to discourage vehicle traffic across Preston Ridge Trail when our subdivision was still developing. This most likely would not be an issue any more.
- We want the neighborhood to maintain a nice look and feel.
- We want to maintain or increase property value.
We would also like to get your feedback on these possible ways of dealing with the issue:
1. Do nothing and just let the fence be removed.
2. Keep the fence but have the FMHOA maintain its upkeep. This of course would require an increase in HOA dues.
3. Replace the fence with trees and an irrigation system. This would also require an increase in HOA dues or a special assessment. We would also need to speak with the City regarding tapping into a water source. We would need to delay the planting of the trees until the City has lifted the water restrictions.

We are currently in touch with the City of Plano regarding the split rail fence along the green belt that requires a few repairs at this time. We are also speaking to the City of Plano regarding inspection and repairs to the brick wall along Coit Rd.

DESCRIPTION: A neighbor observed the vehicle pull up and park in front of the victim’s house. One of the occupants of the vehicle got out of it and walked up to the house and rang the doorbell. The suspect came back to the vehicle and it drove away. A few short minutes later the victim’s residential alarm went off. Upon investigation the victim’s back door had been forced open.
SUSPECT INFORMATION: Two white males, no other description.
VEHICLE INFORMATION: White SUV type vehicle.

DESCRIPTION: From 10-24-11 to the present we have received at least 18 reported incidents of tires being slashed in an area mainly between Custer Road/Coit Road (east to west) and Legacy Drive to Parker Road (north to south). Tires are being slashed with some sort of cutting instrument generally on Thursdays, Fridays, Saturdays and Sundays during the hours of darkness.

STATE 3 WATER CONSERVATION MEASURES NOW IN EFFECT
City encourages residents to turn sprinkler systems “off”
Stage 3 conservation measures begin November 1 and the City of Plano and north Texas area needs your help to conserve water as the drought continues and lake levels fall to extremely low levels. Every drop counts to ensure we have necessary water supplies for the future.
Beginning Tuesday, November 1 watering will be restricted to once every other week so please turn your timer systems off and operate them manually if needed. Lawn grasses go dormant during the fall and winter season. They will naturally go brown and do not need water. The watering schedule by address is:
· Even number Every Other Thursday beginning Nov. 3
· Odd number Every Other Tuesday beginning Nov. 8
· Watering is prohibited between 10:00am-6:00pm
Hydro-mulching, hydro-seeding and sprigging is prohibited. Planting of cool season grasses (i.e. rye) is also prohibited. No hosing of paved areas, buildings or windows and No use of ornamental fountains or outdoor amenities which use treated water will be allowed.
Swimming pools may not be drained or refilled, except to replace normal water loss.
Hand watering of trees, foundations and landscaping less than one year old is acceptable for a maximum of two hours per day on any day. Low flow irrigation, such as drip systems, are acceptable for use at any time.

Effective August 23, 2011
Over the past several weeks, the City has received a lot of resident feedback on the water map designed for watering restrictions in Stage 2. The water map was made in the best interest of the water system, however considering the needs of the residents and taking a different look at our water system, we have made a change to the watering restrictions. We realize the water map was in place for a very short period of time, but providing a timely response to your concerns was necessary in this case. Last night the Plano City Council adopted a different approach to watering restrictions, while continuing to limit watering to 2 days per week.
New Residential Watering Restrictions – Effective August 23, 2011
In order to achieve the 5% reduction in use, residential irrigation watering should be programmed for two days per week based on the building’s address.
· Even number Monday and Thursday
· Odd number Tuesday and Friday
Watering is prohibited between 10:00am-6:00pm.
The City is allowing time for residents to make the necessary adjustments to irrigation controllers prior to any enforcement action.
Hand watering and the use of soaker hoses or drip irrigation provides property owners with a means to protect their foundation, plant materials, and other outdoor assets. This practice is acceptable at any time on any day of the week, provided there is no run off. The refilling of swimming pools continues to be acceptable in Stage 2.

PLANO ENTERS STAGE 2 WATER RESTRICTIONS ON AUGUST 19, 2011

At the direction of the North Texas Municipal Water District, the City of Plano will be entering into Stage 2 Water Conservation Measures on August 19th. Stage 2 measures should achieve a reduction in water usage of 5%. A city-wide limit to landscape watering of only two days per week will be enacted. Our neighborhood, Fairfax Meadows, is in Zone 5. DESCRIPTION: The suspect came to the victim's door asking if she wanted to sign up for the "Federal Energy Grant" to save money on her electric bill. The suspect wanted to see her electric bill from last month. When told she no longer had it, the suspect asked to see her check book where she'd written the check to the electric company. The victim thought this was a scam and did not take the bait. She felt the suspect was possible casing her house for a future burglary.
SUSPECT INFORMATION: Hispanic male, mid to late 20’s, last seen wearing a dark shirt, khaki pants and leather shoes.
VEHICLE INFORMATION: Dark colored older model sedan.

DESCRIPTION: The female victim was about to back out of her garage when the suspect vehicle pulled up blocking her in the driveway. The two suspects got out of the black 2 door suspect vehicle, approached the victim and robbed her. After the robbery, the victim attempted to follow the vehicle but lost it. The offense happened in an apartment complex.
SUSPECT INFORMATION: The two suspects were described as black males, no other description.

DESCRIPTION: Resident ignored repeated ringing of his doorbell. Upon looking out peephole, observed a dark complexion male wearing black clothing. The resident went upstairs to see if he could observe a vehicle outside, but saw none. Upon coming back downstairs the resident's back door window was shattered and the suspects made entry into the resident's home.
Upon seeing the resident on the stairs, suspect #1 displayed a weapon and the resident ran upstairs and hid until police arrived.
A witness in the area reported that a gold 4-door Crown Victoria fled the area at a high rate of speed.
SUSPECT INFORMATION: 1) White male, late teens to early 20’s; 2) White or Hispanic Male, 17-25 years of age; 3) Black male, 17-25 years of age.
VEHICLE INFORMATION: Gold four door possibly a Chevrolet Caprice or Crown Victoria.

Coyote Sighting
If you have a coyote sighting in your neighborhood:
Do's
- Do keep small dogs and cats inside at night.
- Do keep the covers secured on your trash receptacles.
- Do keep your dog and cat on a leash (as required by city ordinance).
- Do contact Animal Services if you spot a coyote in your neighborhood.
- Do try to consider that they were here first.
- Do not feed your pets on the back porch.
- Do not walk your small dog in wooded areas.
- Do not approach, chase, make noises at, chunk rocks or otherwise taunt a wandering coyote.
- Do not approach a coyote if it appears trapped, injured, or sick. Contact Animal Services.

At this meeting we will go over the budget for 2011 and select the new HOA board. As always, participation is very important. We need homeowners to volunteer for the board if at all possible. Without enough participation there is the possibility that management of the FMHOA would need to be turned over to a third-party management company which would then alleviate the need for volunteers but would increase our yearly HOA dues dramatically.

ASPCA Hot Weather Tips For Your Furry Friends

We all love spending the long, sunny days of summer outdoors with our furry companions, but being overeager in hot weather can spell danger, warn ASPCA experts.
"Even the healthiest pets can suffer from dehydration, heat stroke and sunburn if overexposed to the heat," says Dr. Lila Miller, ASPCA Vice President of Veterinary Outreach, "and heat stroke can be fatal if not treated promptly."
Take these simple precautions, provided by ASPCA experts, to help prevent your pet from overheating. And if you suspect your pet is suffering from heat stroke, get help from your veterinarian immediately.
Visit the Vet
A visit to the veterinarian for a spring or early summer check-up is a must. Make sure your pets get tested for heartworm if they aren't on year-round preventive medication. Do parasites bug your animal companions? Ask your doctor to recommend a safe flea and tick control program.
Made in the Shade
Pets can get dehydrated quickly, so give them plenty of fresh, clean water when it's hot outdoors. Make sure your pets have a shady place to get out of the sun, be careful to not over-exercise them, and keep them indoors when it's extremely hot.
Know the Warning Signs
According to Dr. Lila Miller, ASPCA Vice President of Veterinary Outreach, "symptoms of overheating in pets include excessive panting or difficulty breathing, increased heart and respiratory rate, drooling, mild weakness, stupor or even collapse. They can also include seizures, bloody diarrhea and vomit along with an elevated body temperature of over 104 degrees." Animals with flat faces, like Pugs and Persian cats, are more susceptible to heat stroke since they cannot pant as effectively. These pets, along with the elderly, the overweight, and those with heart or lung diseases, should be kept cool in air-conditioned rooms as much as possible.
No Parking!
Never leave your animals alone in a parked vehicle. "On a hot day, a parked car can become a furnace in no time—even with the windows open—which could lead to fatal heat stroke," says Dr. Louise Murray, Director of Medicine at ASPCA Bergh Memorial Animal Hospital. Also, leaving pets unattended in cars in extreme weather is illegal in several states.
Make a Safe Splash
Do not leave pets unsupervised around a pool—not all dogs are good swimmers. Introduce your pets to water gradually and make sure they wear flotation devices when on boats. Rinse your dog off after swimming to remove chlorine or salt from his fur, and try to keep your dog from drinking pool water, which contains chlorine and other chemicals that could cause stomach upset.
Screen Test
"During warmer months, the ASPCA sees an increase in injured animals as a result of High-Rise Syndrome, which occurs when pets—mostly cats—fall out of windows or doors and are seriously or fatally injured," says Dr. Murray. "Pet owners need to know that this is completely preventable if they take simple precautions." Keep all unscreened windows or doors in your home closed and make sure adjustable screens are tightly secured.
Summer Style
Giving your dog a lightweight summer haircut helps prevent overheating. Shave down to a one-inch length, never to the skin, so your dog still has some protection from the sun. Brushing cats more often than usual can prevent problems caused by excessive heat. As far as skin care, be sure that any sunscreen or insect repellent product you use on your pets is labeled specifically for use on animals.
Street Smarts
When the temperature is very high, don't let your dog linger on hot asphalt. Being so close the ground, your pooch's body can heat up quickly, and sensitive paw pads can burn. Keep walks during these times to a minimum.
Avoid Chemicals
Commonly used flea and tick products, rodenticides (mouse and rat baits), and lawn and garden insecticides can be harmful to cats and dogs if ingested, so keep them out of reach. When walking your dog, steer clear of areas that you suspect have been sprayed with insecticides or other chemicals. Keep citronella candles, oil products and insect coils out of pets' reach as well. Call your veterinarian or the ASPCA Animal Poison Control Center at (888) 426-4435 if you suspect your animal has ingested a poisonous substance.
Party Animals
Taking Fido to a backyard barbeque or party? Remember that the food and drink offered to guests may be poisonous to pets. "Keep alcoholic beverages away from pets, as they can cause intoxication, depression and comas," says Dr. Steven Hansen, ASPCA Senior Vice President of Animal Health Services. "Similarly, remember that the snacks enjoyed by your human friends should not be a treat for your pet; any change of diet, even for one meal, may give your dog or cat severe digestive ailments. Avoid raisins, grapes, onions, chocolate and products with the sweetener xylitol."

ONCOR Substation Meeting Notes
Meeting held August 3, 2010
The meeting itself was not a public hearing. Rather, it was a question and answer format, whereas there were several “stations” where you could walk up and ask questions. At each “station,” there was a subject matter expert assigned to answer any questions related to the project, i.e. the landscaping/design, the engineering work, maps of other substations and how the current requirements are being met, etc.
Additionally, the general feeling was that this plan has been put in place since 1986, and it is not going to change. The meeting was for the community to come out and see what is going to be built, but the plan itself if moving forward. The substation needs to be built because Oncor is required by regulation to provide a certain level of service, and they anticipate they will not be able to meet demand by mid to late 2012.
Construction will begin around May 2011 and will complete around Nov/Dec 2011.
Studies have shown that there is no reduction on property values related to building an electrical substation. There may be some softness during construction, but history will show that property values will stay the same when compared before construction to after completion.
The substation that is being built is the smallest version available, so it will not be as big as some of the others, i.e. Communications Parkway.
At this point, the only real impact we can have is on the aesthetics, i.e. the color of the brick to match other surrounding brick colors, the type and size (25 gallon) of shrubbery or trees we would like to see, etc.

DESCRIPTION: The homeowner was returning to his house in the 5900 block of Sicilian Circle when he noticed a dark colored minivan parked in his driveway. The vehicle did not belong to the homeowner. Sitting in the van was the below mentioned suspect who quickly drove away upon being discovered by the homeowner.
SUSPECT INFORMATION: White male, 30-40 years of age, short hair.
VEHICLE INFORMATION: Dodge Caravan; dark colored, partial Texas license plate #441-YX?

Oncor Announces Intent To Build a Substation - A Meeting For The Community
The FMHOA board recommends that you attend the meeting and get the information first hand.
This is the information provided by PMNHOA:
The lot for the substation is approximately 320' wide frontage on Legacy, by approximately 200-240' deep with varying distances to the easement. The closest point on the NW corner would stand an 8' masonry wall and would sit about 30' from the edge of Legacy Drive. Some of the electrical equipment will be in the 35-40' height range.
ONCOR owns the land. The SUP permit was issued over 18 years ago when the west side of Plano was still being developed. The substation will be a large view when driving on Legacy. It is also designed specifically to supply electricity for future needs to the surrounding area in Plano. It would seem to make more sense to build this station in that area, where the availability of vacant land will not cause hardship on homeowners adjacent to the substation.
The City asked ONCOR to make sure the surrounding communities are aware of the substation building and find out if we are "OK" with the site plan. WE ARE NOT OKAY WITH THE SITE PLAN.
A general meeting has been scheduled with ONCOR's contractor, MASTERPLAN Consultants. The format of the meeting will be "come and go" where residents can approach ONCOR representatives, view the site plan of the substation and landscape, gain knowledge of the project, and express any questions or concerns. The City of Plano will be represented by Councilman Ben Harris. The other Homeowner Associations in the area (Deerfield, Fairfax Meadows), the Atonement Church and Kindercare have also been invited. The more concerned citizens we have in attendance and/or contacting City officials, the better our chances of re-zoning that land.
This meeting is scheduled for Tuesday, August 3rd at 7:00 in the upstairs meeting room at Carpenter Park Recreation Center. Please make every effort to attend this very important meeting.

GO FLY A KITE!

What could be more fun than flying a kite on a windy day! Below you will find some great tips and how to information that could make flying a kite a great idea this summer. Take a look and go grab your family and friends and enjoy this great summertime activity!
1. Find a buddy to help you get the kite into the air.
2. You should hold the ball of string and have your buddy hold the kite or vice versa. The kite should be facing you and the wind.
3. Unwind about 30 yards (23 meters) of string.
4. Signal to your buddy to release the kite. You should pull on the string to launch your kite into the air.
5. Pay attention to the wind direction, here is a diagram:
- Suppose that "I" is you and "U" is the other person holding the kite
- Wind is blowing this direction: I ------------------------------------> U
- "I" stands on one end (with the string) ----> "U" stands other end (with the kite)
6. Make sure the wind is going in a straight line from you to the other person.
7. To allow the kite to go higher, release length of string.
8. To lower the kite, simply pull in the string.
TIPS:
It is best to fly a kite in an open field, such as a soccer field or a grassy field since it is wide open.
The best place to do this is on the beach/standing near a lake. Since out on the ocean there is nothing to block or divert the wind, it would make a better kite flying area.
To prevent a kite from crashing:
If there is very little wind, run (careful, watch where you are going), remove kite tails and anything that cause additional drag on the kite and try to make your kite as light as possible.
Also, if your kite is going downwards, make the kite's point in up direction(by releasing the string slowly) and pull the string as fast as you can.
If there is plenty of wind the try the following: tug the line(string) with a pumping motion, let out more line...this works great if you are in a "dive bomb" and can help to recover from that, and if you already crashed consider putting a tail, frayed trailing edge or something to create drag on the kite. This will add stability especially in high wind.
WARNINGS:
Avoid flying a kite on a road or anywhere near an electrical wire pole or trees, as a kite needs lots of space and moves around a lot on its way up and down.
Do not fly kites during lightning storms.
